 Jahnke Association Meeting Met With Concern over SUP’s and Other Development.

 At the most recent meeting of the Jahnke Road Community Development Association, the members present discussed two applications for a Special Use Permit for properties in our area.  One for the space managed by GVA Advantis and owned by Rae Lee, for the “old Safeway” property.  The applicant is Mr. Jackson, owner of Illuzions Bar & Grill.  Those presented voted to not support this change in use stating concerns of such a business in this mixed use environment which is adjacent to three (3) Communities of Faith (Churches) and directly across from Richmond ’s Baccalaureate Middle School , Lucille Brown.

            The other application is for 7001 Jahnke Road , which was formerly Urology Associates.  Mr. Lee Cherwek, representing Hildrup Properties of Fredericksburg, request a change from R-3, with medical use to RO-3 that would allow greater uses, including educational.  According to Lee, “We are proposing the current Special Use Permit for the project be amended to allow additional uses.  Currently, the Special Use Permit allows "medical office only".  We have been searching for a tenant or purchaser for the building, but each time a group with interest comes forward, we are unable to proceed due to zoning.  It is for this reason we are seeking to amend the Special Use Permit to allow a wider range of uses.  We would like to amend the Special Use Permit to allow additional uses like general office, church meeting places, private schools, etc.  I know that this is a brief overview of our proposed amendment, so if you have any questions, or would like further details, please do not hesitate to contact me.  Additionally, should you or the Jahnke Road Association wish to meet regarding this subject, I will be happy to do so.”  Our Association stated that it would support this change at this time. 

◊ Widening of
Jahnke Road Planning to Proceed 

         
A recent update from our City Councilperson Kathy Graziano’s office indicates that planning for the widening of
Jahnke Road will proceed with new meetings to convene in mid to late May to assist the Department of Public Works in presenting the opening stages of the plan for the widening of Jahnke Road from Blakemore to Forest Hill Avenue .  There will be information about the project in our next 4th District newsletter.   Please let your councilperson know if you have questions.  We will keep all concerned as plans go forward. 

DPW Work Closes German School at Midlothian
           
from the Richmond Times Dispatch - If you use German School Road between Midlothian Turnpike and Deter Road , it ' s time to think about alternatives. 
That stretch of German School Road is closed starting today so crews can work on a number of improvements related to the Reedy Creek drainage system. The project is budgeted for $3.5 million and is estimated to take four months.  The affected area of German School Road carries about 6,000 vehicles per day.

We will continue planning for our youth and address other development plans for our area at our next meeting, Tuesday April 15, 2008 – time 6:15 PM .

◊ Committee to “Tackle” Youth Center Concerns 
         
Several established members and several new members of our association will be meeting to address the issue of the lack of activities for our youth here in the
Jahnke Road area.  Nikki Wehler, Rob Burns and Robyn Parsons as well as Doreen Stith of Faith Harvest Ministries will meet in committee to develop plans.  Any interested community members, area educators and business community members can contact Nikki at Space Mart Storage 230-1077 for more details.

◊ JRCDA to Update Directory and Web Information
           
One of our newest community members has offered her expertise in business to assist our volunteer organization as we update our community directory.  Doreen Stith, who comes to the Jahnke area to foster faith development, has noticed that our web site is out dated and could be of greater use with more current information.  This updated information can help new residents and form even stronger community ties.  Please assist her when we request more current data about your business over organization.

         The new James River Apartments located behind the Chevron Fast Mart is nearly open for the newest residents in our Jahnke Road Area.  We look forward to Virginia supportive Housing’s Grand Opening.

       Plans for New Business in Old Safeway Building - At the most recent meeting of the Midlothian Community Focus team chaired by Ms. Alma Moore, the Team was presented with a proposed business for the old “Safeway” space in the Parkway Shopping Center on Jahnke Road.  Mr. Raymond Jackson, (804-440-9600) President  & CEO of Illuzions Restaurant (currently located at 1734 Broad Rock Blvd., Richmond, 23224)  intents to apply for a Special Use Permit to provide “healthy, well balanced and cost efficient meals that are affordable for families living on a fixed income”, “to cater to all citizens”, operating Tuesday – Sunday (open until 2 AM on weekends).  In statements to the Team and those present, Mr. Jackson would utilize the total space with a capacity of over 500 and parking for over 350 cars; maintain an ABC License; conduct Bingo; admit males 25 and over and females 23 and older.  There are plans for a stage and music and a timetable pointing towards a July 2008 opening. Mr. Jackson also stated that He has several relatives who have business interest in that community, including A Sunny Day Care and with Rite-Aid.  Ms. Moore and the Team have asked for additional and more detailed information concerning the plans.  This space is managed by GVA Advantis and owned by Rae Lee, who also owns the location of Mr. Jackson’s current Bar & Grill.

Westover Hills branch planning its renovation, modernization (The little library that could)

The City of the Future is taking shape in a little library on Westover Hills Boulevard .  The cooling system that broke down in the August heat more than a year ago has been replaced. The restrooms built almost 50 years ago have been remade to welcome people with physical disabilities.  The next step for Westover Hills Public Library is a hard look at remodeling a building from the Eisenhower administration to serve people in the 21st century.  It means more computers and digitized catalogs to meet rising demand, and new electrical systems to handle them. It means new, energy-efficient windows and doors, better-equipped work spaces and public meeting rooms, fresh carpeting and paint, signs and shelving.

"I want the library to be a real community asset," said Harriet Henderson, director of the city ' s library system. "I ' m not sure we always have been. That ' s what the City of the Future allows us to do."  "It will make a difference, and it will make a difference in every neighborhood."  Westover Hills and the other eight libraries in the system are part of the first wave of investment in a $300 million capital plan proposed by Mayor L. Douglas Wilder as the centerpiece of his term as Richmond ' s first popularly elected mayor in almost 60 years.  Most of the actual construction won ' t begin until next year, but the planning is happening now.

The City of the Future has been more talk than action, despite the administration ' s securing $150 million this year to finance the first wave of construction under the plan.  The battle over building and renovating public schools has overshadowed the plan ' s less grandiose goals -- repaved streets; new sidewalks, curbs and gutters; improved parks; and renovated libraries.  "Those things are important," said Paul Goldman, who devised the City of the Future when he served as senior policy adviser to Wilder.  Goldman, who left the administration after a dispute over outside political consulting almost two years ago, said he included a wide range of public improvements as a way to build public support for building or renovating 15 public schools. He ' s frustrated that school construction hasn ' t begun -- and won ' t until after the middle of next year.

"There is no urgency in the leadership of the city to get things done," he said.  Wilder, in a recent interview, said that just isn ' t so. "We ' re going to have a City of the Future," he said. "That ' s been consistent."  The administration and the City Council have allocated more than $100 million for nonschool projects in the next five years, and the work is getting under way.  About $25 million will go toward renovation and expansion of the Carpenter Center for the Performing Arts, to be known as Richmond CenterStage. Almost $20 million will go to renovations in city parks, large and small. The city will spend $36.2 million to repave streets, and $11.2 million on sidewalks, curbs and gutters.

Libraries get the smallest piece of the pie, about $7.5 million, but they ' re moving ahead at a fast pace, with Westover Hills leading the way.  "It is indeed apparent that we ' re at the top of that list," said Clay D. Dishon, manager of the library near the intersection of Westover Hills Boulevard and Forest Hill Avenue in South Side.  An architectural and engineering firm is about to be hired to survey Westover Hills and the other eight library branches to plan for using space better, while accommodating the evolving needs of the people who use them. The last library built in Richmond was opened on Hull Street in 1986.  "Libraries really weren ' t using computers extensively in 1986," Henderson noted.  But technology isn ' t the only priority for modernizing the city ' s libraries.

"We don ' t want to sacrifice books for computers," Henderson said. "That ' s not the plan. The plan is to do both effectively for today ' s customer."  So, the libraries conduct computer classes for senior citizens and others who want the skills, and they also make time for storytime with children of different ages. "Let ' s help children be academically successful," Henderson said, "and that takes books."

Loupe News July-September 2007 - Still Building and Growing
After a very exciting two years of planning the development along Jahnke Road , we are now seeing several projects open for business, nearing completion and in other stages of constructions.  Here is just a brief overview of what is coming up on Jahnke Road .  
            Traffic Light at Jahnke and Redd School – this light was installed in late 2006 because of the Midlothian Community Focus Team, currently chaired by Ms. Alma Moore; Mayor Doug Wilder and City Administration; Redd Elementary PTA members; and members of our association because of one of our newer housing sub-division, Redd School houses.  For more information visit their website or visit the model. 
            Improvement of CSX Railroad Crossing – In mid spring of this year, CSX has made great improvements to the railroad crossing near Jahnke Road and Clarence Street , which now allows all traffic on Jahnke to move more smoothly, and has helped with our weekday commuter traffic.  We are waiting for the planned expansion widening of Jahnke to improve traffic along Jahnke even further. 
            Virginia Supportive Housing – After much planning and anticipation, the latest project from Virginia Supportive Housing, James River Apartments for Independent Living, has laid its foundation and begun construction.  
 

This facility managed by the same United Way Agency that now operates Bliley Manor on Bliley Road and a hospice on Cherokee Road .  We look forward to these new residents becoming shareholders in monitoring public safety at Brown Middle School and the Chevron Station adjacent to their location at Jahnke and Blakemore Roads. 
            Boulder Parke – Another housing project, very upscale, is now being construction across from CJW Hospital adjacent to Powhite Park .  This planned Ryan Homes Development will have be approximately 80 town homes starting in around $290,000 and ranging to over $450,000.  Chris Corrada has met with our association and members of the community on numerous occasions and has addressed all concerns and adopted many of the recommended changes offered.  This project is being built in phases and we will update our association on the progress. 
            Completion of Grand Oaks - A little more than one year old, The Townes of Grand Oaks is nearing completion of its final stage of building and development.  According to the onsite agents, there are but a few homes still available for sale.  This quiet townhouse development on Jahnke Road is centrally located on a GRTC Bus Route within walking distant of grocery shopping, Houses of Worship, our Forest Hill Post Office, Chippenham-Johnston-Willis Hospital , Brown Middle School and Exercise Area, and many other businesses and neighborhoods.  This shows that the hard work of community building is a benefit to all concerned and has resulted in traffic calming along Jahnke and new residents who can enjoy the much-desired “ Richmond ” urban lifestyle, especially in times of rising energy and transportation cost. 

This makes the Jahnke Road Area truly “one of the best neighborhoods in Richmond .”

A First Richmond Group development
(Mr. John Nolde, principal builder), is now building the first homes.  There are to be 14 to 18 homes, one or two stories, built on request from about 5 different models, approx. 1400 sq. feet to 2100 Sq. ft. (plus garages) ranging in price from approx. $160,000 to $250,000.  The majority of houses will be on Bergen Drive , a new street between Blakemore Road and Whitlone Dr. , parallel to Bliley Road and Debora Drive .  This property was already zoned R-3 with an easement (to remain unimproved) between existing houses.  For more information contact John A. Who’s Trashing Jahnke Road ?

As we drive and walk around our great neighborhoods, we notice the beauty is marred by bits of trash, debris and litter along our roadways.  Who is responsible?  At our recent meeting, many of our convenient stores were blamed.  Each merchant has been contacted and they all provide trash receptacles (though some are the open type).  (click pictures for larger view)

It is our visitors and residents who are littering.  If you see this happening, please report it and if possible, make the offender aware of the continuing problem.  Ask them to help make the Jahnke Road Area truly “one of the best neighborhoods in Richmond .” 


What’s New on Jahnke 
Progress, often an unspoken word in Richmond , is being made on Jahnke Road by leaps and bounds, even during this snowy winter.  Many of the projects shown here are well on their way to completion.  Construction has not started on Executive Cleaner owners’ new mini-storage (much needed in our area), but environmental issues on that property have been met.  M-Woods-1.jpg (169292 bytes)  Chippenham progress.jpg (165023 bytes)  Monarch Woods’ and Chippenham Hospital ’s (CJW) construction continues daily.  

Here is an update about Monarch Woods:
The project completion date was anticipated for early September 2003 but due to severe weather delays, construction completion is early October 2003.  We are not in the pre-leasing stage but individuals interested in obtaining information about leasing when that info becomes available can contact Carol Brooks Jackson at 644-0546 X15 (Director of Property Management at the Better Housing Coalition).

Speeders and Traffic Still an Issue 
   blake-1.jpg (144088 bytes)  Watch that speed…25 mph not 45 or 50 mph.  On most of our streets and roadways, the speed limit is 25 mph residential and only 35 mph on Jahnke Road (conditions permitting) where there are not school zones; one at Westover Model School, one at Elizabeth Redd Elementary and one at Lucille Brown Middle.

Speed and uncaring drivers cause accidents (like this one at Blakemore and Bliley Roads) and often property damage, injuries or worst.  Richmond police continue to monitor the problem and Councilman Joe Brooks is being made aware.  It is suggested that all way stop signs be installed at key intersections.  Jahnke Road is slated for improvements, but with the current state budget, many highway projects are not being funded.

Do you know anything about
Hilltop? Or any one who does?  What’s happening with Grand Oaks?  Some neighbors on Bliley Road are now experiencing the same types of distress the homeowners of Westover Gardens did because of the “rumors” surrounding Hilltop.  This project has progressed to the point of initial construction and adjacent neighbors have not been contacted or allowed to have input in this multi-family development.  Does this make for good neighbors and strong neighborhoods as one of our City’s current master plan goals state?  In the past, and most recently, JRCDA (Jahnke Road Association) was been involved in facilitating the dialogue and planning for many projects in our area.  This is why; efforts like Willow Creek and Willow Cove, Brown Middle School, Beaufont Hills, Chippenham Hospital's expansion, Monarch Woods, and the development of the old German School property have worked out.  This is also why our community can handle change with not really changing, so to speak.  We all need to communicate better and when the plans start in the homeowner and civic associations early, they work out to benefit all concerned.  
The Westlake Hills Civic Association has rallied to ease the concerns of its neighbors. As a result of that meeting on Saturday, February 15, 2003 called by their new president, Dean Walton (233-4508) this was learned about Hilltop:

Will Development Change Jahnke Road?

As a result of a vote at our last association meeting on Tuesday, October 15, 2002 , held at Lucille Brown Middle School , our association will be sending a letter of support to the Richmond Planning Commission and our City Council representatives for the proposed Grand Oaks Project.  This project was presented to our association as well as several other associations and interest in the Jahnke Road area several times to which there was no stated opposition.  JRCDA has asked that several recommendations be added before acceptance of the stated project.  They would include a request for a traffic signal at the entrance of Grand Oaks, Jahnke Road and Westover Gardens Blvd. ; added security measures if needed in the future, to include lighting, video monitoring, fencing, controlled access and the use of a local management group.  For additional information on this proposed housing project please contact Mr. "Chip" Dicks, Legal Counsel and Consultant (804) 225-0854; email: chipdicks@futurelaw.net , or the developer: The NRP Group, LLC, 4030 Wake Forest Road, Ste. 300, Raleigh, NC 27609 (919) 719-2706  http://www.nrpgroup.com/ .

Westover Gardens has “call meeting” with Chip Dicks.
Due to a large number of personal phone calls concerning the proposed Grand Oaks housing complex, President Anderson scheduled a call meeting of the Westover Gardens Association which met with Mr. Chip Dicks, the legal representative for Grand Oaks at 7:00 PM on Thursday, Oct. 24, 2002 at Bramblewood's Club House.  This meeting was a result of several residents of Westover Gardens who appear to be opposed to this development.  This meeting provided yet another opportunity to discuss their concerns directly with Mr. Dicks. At this meeting, both the management of Bramblewood and JRCDA were asked to facilitate only.  Thanks to vice president Pearl Emmanuel, Alex Fagan, Robyn Parsons, Janice Coleman and all of the Westover Garden residents who used their valuable time to consider this matter which comes before Richmond’s Planning Commission on November 4th and City Council on November 11th, 2002.

Recent Crimes in Jahnke Area Escalate
As many Richmonders and the world showed much concern about our nation’s “Sniper Cases”, statistics and Crime Noteworthies from our police department show a number of crimes, some violent, in the Jahnke Road area, even crimes to persons that have not been reported.  Be concerned… Be aware… Think Safety!  Daylight savings time has now changed to Eastern Standard and those evening activities are now being done past twilight or in the dark.  Beware… criminals try to take advantage of the early darkness.  Fight back by following our proven personal safety tips and remembering, “Lights on for Safety, means lights out for Crime” Also, report all crimes and suspicious activities to your neighborhood watch and Richmond Police.  
At each and every community meeting of JRCDA, there are public safety representatives available to discuss your issues.  Come meet… together we can eliminate crime in our area of Richmond.

Successful Forum for 2002 (September 2002)
One of the earliest forums for the candidates of the 4th, 8th, and 9th districts to "square off" and "sound off" on the issues facing our City and Schools, was at the recent Forum 2002 held by our association at Crestwood Presbyterian Church located at 6627 Jahnke Road.  Dr. Daniel, the staff and members of Crestwood were gracious once again in allowing JRCDA and the candidates this opportunity to state and discuss the issues.  There was additional coverage by local media including an article by Marlene Obado-Dolla.  (Click here for list of School and Council candidates for office)

Rash of Crimes Near Jahnke Road (August 2002)
According to daily crime reports notices, there is a rash of recent crimes involving firearms in the residential and business communities of Jahnke Road.  These crimes (3 which have been reported) have occurred within the last 7 days.  They involve a business been robbed at gunpoint, and 2 apartments in separate residential communities, where back doors were "kicked in" and a firearm was stolen among other popular items.  This is a concern to all of us.  

Construction to Begin Soon (August 2002)
The lot at 6541 Jahnke Road has undergone a major change.  Trees have been cut and removed in preparation of the building of our newest housing development.  This project sponsored by The Better Housing Coalition is well anticipated and has been in the planning stage for over 2 years.  Once complete, there will be independent living for over 70 senior adjacent to our business district and within walking distance of other senior communities and services.

 Our medical center is well into construction of their latest wing withChippenhamwork-02.jpg (107750 bytes) improved emergency  services and parking.  When traveling along Hi Oaks Road, look for new traffic patterns and allow more time on your visits to the Hospital or Medical Offices.

The winners of the exciting door prizes at our yard sale are: Brandon Parson and Chantela Fleming who both won colorful umbrellas that came in handy on that Saturday and during the remainder of the work week.  Treasurer Carolyn Washington had the winning ticket for the Richmond Braves Baseball tickets.  Carolyn has donated the tickets to the “Family of the Year” at her church, Riverview Baptist.  Our two major prize winners were Mrs. Betty Newman, who won the dinner coupon for Outback Steak House and Ms. Elnora Volley who won the shopping coupon for Virginia Center Commons.  Our grand prize, a Pentium tower computer and monitor, will be given away at our next yard sale.


City of Richmond Redistricting – Notice of Public Hearing (June 2001)
The Richmond City Council will hold public hearings to solicit suggestions from the public as to what criteria the Council should use to redraw elections districts and precinct boundaries for City Council and School Board elections.
Persons wishing to speak may register in advance with the City Clerk’s Office – (804) 646-7955.  Written comments or suggested redistricting plans may be submitted to the City Clerk’s Office – 900 East Broad Street, Room 200, Richmond, VA  23219.
Once the proposed plans are developed, the public will be given further opportunities to comment in writing, through a second series of public hearings on June 26, 27, and 28 and/or through the ordinance adoption process.

New Officers Lead In Top Agenda Items For 2000-2001
Since joining with our association this summer, two new members are working hard to help our association and our communities accomplish our goals on two of our very important agenda items – traffic and youth safety and recreation.

, as our newest vice-president, is spearheading community wide efforts to provide Summer Activities and Recreation for our youth in the Jahnke Road area.  Dr. Fleming has planned several upcoming events to inform parents and guardians of the many resources available in our community.  Bill's other major agenda is to curb speeding traffic and better plan for the increased traffic flow along Jahnke Road. His main concerns are our three (3) school zones – Westover Model School, Redd Elementary and Brown Middle School – all located on Jahnke Road. Bill is also concerned with traffic around Chippenham Hospital, the scene of numerous traffic accidents, and traffic control for streets for our many sub-divisions.
Tricia Kohlbeck (320-2269) feels the calling concerning our youth and how they recreate and spend their time after school and weekends. Dr. Daniel, pastor of association member Crestwood Presbyterian Church, has formed several focus sessions. Ms. Kohlbeck is a Deacon of the congregation at Crestwood, which has been an integral part of our community and has always helped our association. Tricia is current building a resource guide for parents and guardians listing the available programs for youth. One of our association’s goals is to have a "youth recreation center" located along Jahnke Road that will service our young people year round.

New Businesses to Open on Jahnke  (Jan 2002 - Dec 2001)

"Business is Booming" or at least blooming. Over the past two months, several new businesses have decided to open on Jahnke Road in our commercial district. In late August, Family Dollar Stores, Inc. opened in the space adjacent to Food Lion.  Now, The Richmond Cafe is offering great food and services to our communities.

In addition, Mr. Jamiel Adeyola, Regional Manager, has opened the newest office of EZ Income Tax Service at 6108 Jahnke Road.  This new business is in line with our survey results which stated the need for more financial services in our area.


   Our newest business to date is Leave It To Beaver Child Care located at 730 German School Road.

The Richmond Cafe is a delightful diner located in the Jahnke Road Convenience Center at 6104 Jahnke Road.  The owner, Mr. Harold Jackson owns and manages several restaurants in the Richmond area. We look forward to working with them in the future.

Fine Wine & Cheese has Grand Opening (Feb. 2001) But Closes in February 2002
One of our newest business yet is open, Fine Wine & Cheese Shop, at 6333-A Jahnke Road in the Parkway Shopping Center. This delightful shop offers you the opportunity to enjoy the finer things in life right here in our own community. The owner, Mr. Fernardo Lee Jordan, believes his business fits into our commercial district plans quite well.

     Sad to say, but another Jahnke Road business has closed.  Fine Wine & Cheese has closed as of Feb. 2002.  Our association will miss this business and their owners.

Bayside Seafood Gets ABC License (Oct. 2000)
Bayside Seafood Restaurant located at 6335 Jahnke Road has applied for and received its ABC license for ABC-On, beer and wine and mixed drink. The license is in the name of co-owner
Katrina D. (Jones) Clarke and issued in May 2000.
Original slated as Bayside Seafood "Family" Restaurant, they now offer a Sports Bar, Jazz Music, Jazz and Dance Bands weekends with a cover charge after 9:00 PM. They also offer "Down Home" style buffet most days they are open during the week.

Seibert’s Jahnke Road Chevron Sold (Nov. 2000)
The Jahnke Road Community Development Association has been informed (by the ABC License Application Notification process) of the sale and application of licensure of one of our gasoline and convenience stores, Jahnke Road Chevron.

Alsaris Stop and Go Markets, Inc. of Henrico County (and a member of our association) has filed the application. As stated on the application, Adnan Alali and Hassan I. Al-sari, who operate Alsari Convenience Stores, Inc. at 2318 4th Avenue, and Stockton Market at 1320 Stockton Street, Richmond, will operate the store.

Members of our association who have asked to be part of the planned senior housing issue at 6541 Jahnke Road, have been contacted by the project manager, Corbin Anderson. According to the letters send, Better Housing Coalition (BHC) has conducted several meetings since July.

BHC discussed all steps and procedures that will be necessary for the project and has received many comments.  President Anderson will continue to forward all comments from members who are not part of that committee.
Since the summer, committee members have met with BHC and help develop the plans for this new seniors' residence.  Currently, BHC has received a special use permit in order to build the multi-family dwelling on the single family site.  The request (which our association voted to support) pasted Richmond's Planning Commission and then City Council.

Family Dollar Opens (Sept. 2000)
Our association is delighted to welcome one of our newest merchants to Jahnke Road - Family Dollar Stores, Inc.  As of late August, Family Dollar has opened in the store space vacated by Eckerd's Drugs next to Food Lion.
As one of the priorities of our community survey, stores like Family Dollar
a need to our many neighbors and seniors.    Everyone loves good value at a bargain.  We are also delighted that the management of this new store are hiring many people from our communities.  Please stop in and decide for yourself.
